Bethesda announced via their blog that a double feature pack for Xbox 360 and PC will be available on April 3 which includes Oblivion and Fallout 3. Their prices will for for $29.99 for the 360 and $19.99 for the PC version.
It mentions on the blog that the games are both game of the year winners but makes no mention if both game are game of the year edition. In the pack shot it shows only the regular versions which means that they won't come with the DLC that's already out.
Fallout 3 goes for $8 used on Gamestop but I'm sure you can get it cheaper at a mom and pop shop as well as Oblivion. It would be a great value if it included all DLC but at this point it's too early to tell if it will come bundled with it.
